It's certainly gamesmanship from the Turkish side, although I don't yet believe they have that many soldiers on the border (they'd be hard to hide). But the Turks have some vital national interests at stake and the Kurds are notorious for pushing the envelope with regard to Kurdish succession from Turkey (which eventually will be the case as well with Iraq).

It's probably good for the Kurds to be reminded that the price that comes with pursuing a nationalist agenda (justifiable or not) will be very high.

Essentially, the Turks are sending a serious message to both the Iraqi government and the White House.
