can't see why florida doesn't require some type of bond , large enough to cover ten years of damages to beaches. It seems the insurance would be enough to proceed with drilling by oil companies vs letting cuba start drilling without a bond.

Only problem is China and Cuba will do the drilling without FL's permission and they aren't nearly as good or safe at it as we are.
