That's just good business - the corollary to the 80/20 rule that 20% of the customers generate 80% of the profits.

OT/ I read somewhere the on average, those 1000 customers were making about 2 customer service calls PER DAY.

At three minutes each, that is 100 hours per day, or as many as 10-12 people tied up just for these 1000 customers. Figure 30 k per year for customer service operator, and each one of these customers is costing over $300 per year for complaints alone.
