I suspect that part of the problem is terminology. Typically government agencies perform and fund only basic research leaving the applied research and the development to industry. So when you read "research," sometimes you don't infer the appropriate modifier.

They add up the tax deductions and call in government funding under the theory that everything you and I earn belongs to the government and that letting us keep some of it to spend is a cost to government.

Peter, have you ever heard of research grants?
