I think it is some sort of a mild dyslexia. Doesn't mean that a person is stupid, contrary to what many BDS sufferers love to believe. And yes, even though the older Bush was much smoother, he also misspoke often.

Bush stumbles, but he stumbles honestly.

Both Bushes are capable of tossing impertinent questioners out on their keister, and I wish they would do it more often.

I can't stand the creepy feeling I get when some slick talker (ring a bell?) says something in a way that makes me crave to believe him, and I find out it's a bald-faced lie.
