I might have said something a little like you just said before I was eligible for medicare and saw how the system actually worked. It's the private insurers that have been a very serious problem in my cases. My wife's supplemental insurance through CUNY is terrible in this regard; just keeps firing back the paperwork in apparent hope you'll give up. My supplemental tries to do something like that but I'm able to call my university personnel people and they always work some form of magic. My doctors and the woman I work with at the university, folk who are deeply immersed in all the perplexities of the system, will go on forever about the destructive character of all this paperwork, rules on top of rules, etc.
