PBR is the new model for oil companies. State has a share due to strategic reason, but run by professional managers.

Pemex needs PBR as a model: "Mexico will come to its senses and adopt the kind of overhaul that will give the country's state-run oil company, Petroleos Mexicanos -- Pemex -- enough flexibility to invest more of its profits in modernizing its operations. That way, the experts say, it could become more like Brazil's state-run Petrobras, regarded as one of Latin America's most well-run companies."

Note please the cries for nationalizing oil in the US. perhaps the US will adopt the same PBR model in the future.

The 2008 Report on Revenue of Oil and Gas Companies, released today, (April 28), 2008 looks at 42 leading national and multinational oil companies worldwide. In Latin America, it looked at the three leading national (and state-owned) oil companies, PDVSA, Pemex of Mexico and Petrobras of Brazil.

Petrobras was rated as one of the oil and gas companies with the highest levels of revenue transparency, according to an International Transparency report published last Monday (04/28). Survey results are divided into two groups: national companies operating at home and international companies and national companies operating outside of their home territories. Only Petrobras and Norwegian outfit StatoilHydro are listed at the highest level of these two groups. According to the report, the Company is a “transparency reference” among the sector’s national companies.

The study assessed 42 companies and highlighted three areas of performance: payments to the governments in the countries where the companies operate, operations, and anticorruption programs. The survey was based on public information and took current policies, management systems, and performance in areas related to revenue transparency in exploration and production operations into account.

In Petrobras’ case, the Company’s webpage, its 2006 Social and Environmental Balance, the 2006 Annual Report, and the Quarterly Information sent to the Securities and Exchange Commission (SEC) in the first quarter of 2007 were analyzed.

Another highlight of the report is company participation in the Extractive Industries Transparency Initiative (EITI), which includes Petrobras. Of the 42 companies the report included, only 17 support the initiative.

Transparency International is a global civil society organization leading the fight against corruption.

Companies with high performance in transparency, according to the 2008 Report on Revenue Transparency of Oil and Gas Companies:

National oil companies operating at home: Petrobras, China National Offshore Oil Corporation (CNOOC), Oil and Natural Gas Corporation Ltd. (ONGC), Petróleos Mexicanos (Pemex), PetroChina, Sinopec, StatoilHydro.

International companies and national companies operating outside of their home territories: Petrobras, BG Group, BHP Billiton, Nexen, Petro-Canada, Shell, StatoilHydro, Talisman Energy

Petrobras once again awarded by UNESCO and by the BPA as a Citizenship Institution

Last Thursday night, May 8, at the auditorium of the Jockey Club Brasileiro, in Rio de Janeiro, Petrobras was was granted the 2008 Citizenship Institution for its contribution to reinforcing citizenship and social development in Brazil. The ceremony was attended by governor Sérgio Cabral and by several other authorities.

The Citizenship Personality, an award that is in its fourth edition, is an initiative of UNESCO, of the Brazilian Press Association (BPA), and of the Folha Dirigida newspaper. This is the second time the company is granted this honor, which was previously won in 2007.

Luis Fernando Nery, Petrobras’ Social Responsibility manager, represented president José Sérgio Gabrielli de Azevedo at the awarding ceremony. "This award is the recognition of the quality of the actions Petrobras carries out. We are a reference in the country’s economic development, and we also hope to be one in the area of citizenship," he concluded.

Petrobras’ Social Responsibility manager recalled two other important awards the company was granted. This week, Petrobras’ Social & Environmental Balance was rated the world’s best by GRI Reader's Choice Awards, a distinction that acknowledges the most transparent and complete sustainability reports in the world. Additionally, the company was considered one of the oil and gas companies with the highest degree of transparency regarding its profit, according to the Transparency International report published in late April.

To the representative of UNESCO, Pedro Lessa, the awardees are "examples of motivation for the society." "Citizenship with culture is fundamental for a sovereign, fair nation," said Jesus Chediak, president of the Brazilian Press Association (BPA). To Adolfo Martins, president of the Folha Dirigida, "the award is a just, merited acknowledgement in the fight for citizenship."

Award – Every year, the Citizenship Personality award s ten personalities for their work in the defense of social achievements and in the search for valuing human beings. Three institutions that work for social inclusion are also elected.

Petrobras was elected via direct and spontaneous voting, with no previous name suggestion. The votes were cast by an electoral college of 4327 people who dedicate their efforts to social participation and are representative of several segments of the society. In addition to Petrobras, two other Institutions, the Cesgranrio Foundation and the Rio Voluntário, and another ten Personalities were elected.
