Oh, I get it.

The "true cost" -- the cost ARBITRARILY determined by you, government, or whatever -- that's the "true cost".

Let's call it what it is: More taxes.

No you're suggesting a penalty tax - when they already pay their fair share via gasoline taxes on a per gallon basis. It gets back to the classic liberal idea of progressive taxes - yet this time in reverse where the poor who can't afford a more economical vehicle pay a use tax and the rich get a tax break.
