The purpose of the mandate/subsidy is to support US farmers. So if you scrap the tariff and allow the import of Brazilian ethanol, what is the point in keeping the mandate/subsidy?

Let me ask this another way...

If the USA had never started the ethanol mandate/subsidy/tariff, would Brazilian ethanol be flooding into the US market right now? Would private industry take the risk of building an expensive ethanol distribution infrastructure in the USA? They would face risks like oil prices could dropping again, Americans adopting the electric car, etc.
