I don't think it is that simple. There are trillions of bucks sitting on the sidelines right now not being invested in anything.

People are taking money out of hedge funds and plunking it into Treasuries.

It isn't the tax rate, it's the idea that they won't get their money back. Lowering the tax rate from its already low rate doesn't do a thing for that.

I don't see any benefit to reducing capital gains to lower than they are today.

It does NOT help anyone except for those trading with large amount of CASH...
those in 401 IRA KEOGH pay no taxes on any gains until retirement
