What you are describing is welfare - giving money to the poor for family planning.

What I described wasn't welfare. I don't know any more about this line item in the stimulus package than was posted here but the proposal seemed to be to expand a clinic medical program, which I assume would involve the creation of jobs. Is the proposal, instead, to transfer money to poor people so they can buy contraception services? What am I missing?
