Steve -

Frank's point was not that the spending on the Iraq war justifies the spending on the stimulus package. He was saying only that it's not accurate to call the stimulus package the biggest government spending package ever, since the Iraq war bills, even though they comprised lots of separate supplemental bills, add up to a larger total amount.
