It does deserve to be vetoed. It isn't unconstitutional though. Granted, it sets out a group of narrow conditions that only apply to a certain group, but Congress does that sort of thing all the time, usually for tax breaks. Personally, I don't think they should do that either, but it isn't against the Constitution.
