I work in telecoms since Dec. 6, 1971. I know the industry dirty little secrets. An era has just ended. The carpet bombing of the world with mobile towers has just been completed.
Lte me give you an example. At the very beginning a ARPU of USD100 was necessary to make a profitable operator.
Dropped to USD50.
Plummeted to USD20.

As the drop occurred the purchaser of the mobile device sought cheap and cheaper phone.

The ARPU floor became USd10 and stayed there for a while. Then dropped to 5. My mate at Ericsson said that it was goign to reach USD!

That means if you have a installed base in Rwanda and the ARPU is USD2 you would still turn out a profit!!!

Anyone who could affford or need a phone already have one. Saturated even in Angola.
