The solution to that is the more you pay in taxes, the more votes you get and for those schmucks who don't have a valid reason for not paying taxes, should get 0 votes. Run the Govt like a Corporation. I know if I only own 100 shares of IBM I don't get an equal vote as shareholders that own millions of shares.
