The simplest thing to do might be to get a new SIM card from the local carrier. You're going to have to pay them to use the phone anyway, so they should be happy to help you out.

I'm not sure about what incompatibilities might be involved with foreign SIM cards, though.

As for restoring to the old OS, yes that's possible. You might be able to just go into iTunes and tell it to restore your phone to the factory defaults. If the application now thinks that the "factory defaults" involve iPhone OS 3, however, it will still be possible to restore the old software, but it will be a much more involved process.

Ah, wait. I just found detailed instructions, including even a link to the 1.1.4 software. It's a 165mb download, FYI.

Check if the phone was unlocked for overseas use by your brother in law.. There are a lot of services that will do that for you so that when you get the country of destination, you pick a compatible sim card from the local service provider so that you are paying local rates etc..

People who travel to Europe, Asia etc.. do this as a routine because if you don't, then it will end up costing you arm and leg based on roaming charges of your US provider unless you get some kind of plan etc..

If you installed the new o/s, it is likely what ever was done before may have been over written.. Either case, I am sure you can find a local techie who will unlock it and then just get a local sim card, if you don't already have one..
