Not to try to confuse anyone but that quote is in pence as in 100 to the pound, therefore bid at £16.40 and offered at £16.42

That offer equates to $26.18 at today's exchange rate of $1.5944 USD to £1 Stg.

This price is a multi-year high and one has to go (fondly) back to the dot com era to see it's peak.
