There are jobs available right now. Work is available. But maybe not the type of work where the weekly pay exceeds the percieved benefits of being on the dole.
Also, nothing is stopping people from being independent contractors to make money. Surprisingly a lot are and are still getting government benefits. Some like it that way and live that way their whole lives. They are ecstatic about this recent spate of government largesse, because its how they get big raises in life. A lot of employees try to get fired during times like these, to jump on the gravy train. Its so easy to be eligible for unemployment benefits these days that to be denied you have to practically kill someone on the job. Who pays for it? Businesses and taxpayers.

A lot of people live as a family, but stay unmarried so the wife and kids can stay eligible for benefits, while the husband still works. They are looking forward to the free healthcare you are going to provide for them too. They can now upgrade the DirecTV subscription.

When government support programs increase, the level and type of work the unemployed person is going to take goes higher too.

I intially was surprised at this as anyone. I've learned a lot since being an employer of blue collar workers. There is a huge class of people that live by gaming the system. As the system payoff becomes better, more join that class. Do you ever wonder why so many Mexicans are here working? Welcome to America 2010. Let's extend some more benefits for the poor overworked, unemployed American.
