This whole problem of public employees is complex and there is no easy solution. Civil Service arose out of the incredible corruption of the cronyism and political patronage system that prevailed before we had civil service. The laws giving them tenure was to keep the politicians from replacing everyone each time a new party was elected. Doing away with civil service will just bring on another form of corruption and ineptitude unless something is carefully crafted to replace it.

I see a place for public sector unions to negotiate for the public employees - that makes it simpler for everyone. However, the right to strike without the corresponding right to be fired is one problem. A second problem is unions campaigning and financing politicians. That is part of the political financing problem that needs to be solved in a new and ingenious way. I have no suggestion for how to do it, but it is the root cause of our political problems.
