And certainly not 'unconstitutional'.

As I understand it, I could be wrong but, when the Republicans did for actual bills this they had the rule state that voting for the rule mean't you were also voting for the bill, but the whole house voted on it so that would be constitutional. What is confusing is that committies also have votes on proceedure, rule changes, regulation changes, budget, etc that is not law. If they have a committee vote on this then the whole house is not voting on it and so that would be unconstitutional.

Of course its not Constitutional..it violates the express language of the Constitution.
