Video-on-demand programme service licence approved

The Broadcasting, Culture and Sport Bureau announced today (Wednesday) that the Chief Executive-in-Council has approved in principle that Hongkong Telecom VOD Limited (HKTVOD) should be awarded a Video-On-Demand (VOD) programme service licence.

The applications of Elmsdale Limited and Future TV (HK) Limited (FutureTV) had been unsuccessful, and a decision on Star Interactive Television Limited (Star iTV) had been deferred.

The Deputy Secretary for Broadcasting, Culture and Sport, Mrs Rita Lau, said: "Except for Star iTV's application which has been deferred, the decision taken on the remaining applications was made on the basis of their merits.

"In view of the legal action taken against Star iTV, we believe that it is prudent to defer consideration of its application until we have assessed the significance of the claim."

"In all fairness to Star iTV, we will proceed quickly with the assessment and hope to complete it as soon as possible," She added.

Mrs Lau said: "The Executive Council's decision was reached after careful consideration of the recommendations of the Broadcasting Authority and the proposals made by the applicants.

"The application and evaluation process was a fair and open one. Each of the applicants was given equal opportunity to appear before the Broadcasting Authority to make a presentation and to answer questions in relation to their applications."

The applicants were given almost four months to prepare and submit their applications. The Broadcasting Authority had followed closely the criteria published in the Guidance Note in its assessment. These include corporate structure, financial strength, technical competence and the applicants' programme and service proposals.

"Hong Kong can take pride in becoming the first place in the world to have a high-tech, interactive multimedia service offered on a commercial scale," said Mrs Lau.

Not only will Hong Kong viewers have more choice, VOD programme services will also allow viewers to select and watch programmes at any time at their convenience. VOD technology also allows the provision of other interactive services such as home banking, home shopping and electronic games.

"The successful launch of VOD services will enhance Hong Kong's position as a broadcasting and telecommunication hub," she added.

The Government will commence negotiation with HKTVOD to finalise the terms and conditions of the licence for the Executive Council's final approval before the end of the year.

'Give restaurants karaoke exemption'

Restaurants with karaoke should be automatically exempt from the proposed licensing scheme for karaoke establishments, provisional legislators said yesterday.

Liberal Party legislator Selina Chow Liang Shuk-yee said: "Food premises with restaurant licences should be automatically exempt from applying for extra written permission. These restaurants already have to meet the fire safety requirements before being granted restaurant licences.

"It wouldn't make a restaurant more hazardous to have karaoke machines there. However, it would be very troublesome for them to apply for extra permission."

After the Top One karaoke blaze in January, which killed 17 people, the Government proposed all establishments providing karaoke facilities should be brought under the control of the licensing scheme.

All karaoke bars would have to be licensed by the two municipal councils. Food premises holding restaurant licences would need to obtain written permission endorsed on the restaurant licences.

Mrs Chow urged the Government to explore ways to avoid potential loopholes in the proposed exemption.

Principal Assistant Secretary for Security Sarah Kwok Tam Pui-yi said the Government planned to give the two municipal councils the power to license and enforce.

CERRITOS, Calif.--(BUSINESS WIRE)--Nov. 10, 1997--Two new Vivante notebooks targeted at "Primary PC" users have been announced by Transmonde Technologies Inc.

The new Vivante SE and XL feature the most recent innovations in technology and are designed to make the leap from multimedia to "omnimedia." Built around the Intel 430TX PCI chipset and Intel(R) Mobile Module (IMM) technology, they feature a modular design that supports FDD, CD-ROM, DVD and Zip(TM) drives, as well as a second Lithium Ion battery.

Additionally, both include advanced multimedia capabilities -- C&T HiQVPro(TM) 65555 video controllers with hardware MPEG-2 decoders, support for 16 million colors on the LCD, plus an ESS Maestro-2(TM) audio chipset for enhanced audio.

The new Vivante models support up to 128MB SDRAM; up to 5GB Ultra DMA hard drives; and 64-voice Wavetable audio with Mediaphile(TM) PAS audio speaker systems.

The Vivante SE features a 13.3" XGA display, and the TouchWriter(TM), an advanced touchpad from Synaptics that can be used for signature capture. The Vivante SE is 1.8" high, weighs 6.5 lbs. and is priced starting at $2,999. The Vivante XL includes an internal FDD as well as a modular bay, an internal 56K modem and features a 14.1" XGA display; it is 1.9" high, weighs 7.9 lbs. and is priced starting a $3,399.
