Perhaps, you could sell it to him but he would never be able to exercise citizenship if not cleared by U.S. Customs. Full citizenship would only be granted after a three year term where they lived in the country and participated in paying taxes.

Canada and the US have a reciprocal system where they share data on crimes convicted in each country and entry is refused to Canada for example if you have a DUI conviction.

Lately we have had a lot of Burmese and Mexican crime lords coming to Canada that passed all the crime checks. The reciprocal system failed because those countries don't record or report crimes committed.

If somebody committed a crime, their citizenship would be forfeited, in whole or part. Say they committed a parking offence, their citizenship could be frozen until they paid. In the case of Osama, they would be captured, prosecuted, their body parts* sold at auction to the highest bidder and their citizenship forfeited and sold by the government to the highest bidder.

It would be quite a disincentive to commit crimes if citizenships were forfeited in whole or part.

The way citizenship works at present is on Hippie Commune principles. Those principles don't work well for small groups and don't work well for large ones either. The USSR got along for most of a century but it was not a great way to live. Private property and individual ownership is the way to go.

* It might be more useful to keep them prisoner and exchange food for information on their past allegiances. Dead men tell no tales - which is a good argument for keeping people prisoner instead of stopping them talking at some stage. People with things to hide often like the death penalty as it reduces the risk of being caught.
