Last year there were 46M Medicare enrollees. In December 2009 there were roughly 49 million Medicaid enrollees -- so, you have roughly 95 Million between those two alone. So, unless the population is nearly 600 Million, the 16% figure is a pretty substantial understatement.

Tricare, I don't know where one would get those figures but the numbers are small by comparison.

Obamacare is projected to add 16 Million new Medicaid enrollees over ten years, if memory serves.
