Not since the 1960s, Tim. The Civil Rights Act changed things. Nixon's Southern Strategy welcomed them to the Republican Party with open arms.

And the Republicans have been pandering to them ever since. Not openly, but through the liberal use(sorry, it is the best word) of "dog whistle" politics. So when Reagan talked about strapping young bucks buying steaks with food stamps, he wasn't discussing young male deer in the supermarkets. Unless you grew up in the South, it didn't mean much. But if you did, you knew damn well what he was talking about.

Hence the dog whistle. Unless you understand the terminology, it doesn't mean much. But if you do...
