engineers i have talked to here in austin have said they know where just about everything is. i think that the big problems with bridge taps and load coils will be in long lines, mostly rural. since this isnt where ADSL is primarily aimed, i dont think it will be a substantial problem.

Can you find out if they were using a TDR?

I've used TDR's in the past, and, one you know how to interpret the results, you can see everything along the line. Splices included. I be astounded if they couldn't find a loading coil in a line using a TDR.
