Suppose Romney and Paul DID request that the other candidates be on the ballot. Would/could the state do it?

Yes, it would be honorable of Romney and Paul to do so. Romney would very likely take the Primary in Virginia and show his strength with all of the candidates being on the ballot.

True, Romney might well win anyway and he's look like a real winner instead of someone for whom the system was rigged.
