The elite of the elite. For each Chinese citizen at Berkley there are many poor peasants or workers in the cities facing poor conditions. And that's with all the economic growth they have gotten by moving heavily towards freer markets. If they keep moving in that direction, things can keep improving for the Chinese. If their government were foolish enough to try to make their workers all be treated on the level of American workers (and if it was ruthless enough to enforce this against the resistance that would occur), then they would take a decisive turn backwards.
