No, there are cicadas in Texas. Different types and emerge on different schedules. And not in the masses they get in the Northeast. Probably has to do with the bird migrations, most of the birds have moved through Texas by the time ours emerge.

And yeah, I saw that about the pipe bomb. Sadly, some first responders crave glory and have been known to create situations to respond to. Don't know if that is the case here, but it certainly isn't unprecedented.
