Or that person chooses to stay poor. That is the problem with government providing more and more for people. When you have a system that provides and incentive to stay poor - that causes stagnation.
The wealth of the country is the sum of all the goods produced. So when you have millions of people who incentives to produce less - we are all more poor.
That is why equality can only be achieved when everyone is poor as dirt. And that is why poor in rich free market countries have better absolute life standards than middle class in socialist countries.
So you have to choose: either you have better absolute level or you have equality. You cannot have both.

I've always thought there needs to be a lot more structure to government handouts. I realize it might be considered paternalistic, but hey, anyone can escape the paternalism by getting off assistance. I think we need to give healthy food to the poor, rather than letting ignorance folks who can't feed themselves make choices about how to spend taxpayer money, Of course many of them are going to spend their money unwisely. They have made lots of unwise choices- that's how they became in need of assistance. Why would we expect their food choices to be intelligent? So this might be yet another example of a situation in which I think government can make better choices than consumers.
