By the time Obama has 8 yrs in office, he could pass Bush 43 but you are right, it is not a precedent.
In terms of Executive orders Obama is a piker...The score as of today....

I recently watched the movie Lincoln and found it interesting that Republican Lincoln thought that his moves to free the slaves via executive order and an amendment to the constitution he pushed through before ending the Civil War to get enough people to vote for it might be illegal. It is funny that the Democrats were against freeing slaves and he only got the amendment passed because some were losing too much money to war compared to what they would loose without slavery.
