Sadly, Congress would then probably just dramatically increase spending to celebrate its new windfall.

A consumption tax would catch it all .


Buy stuff there and most places only take cash AND don't give a receipt... probably turn around and claim theft to write off against what they claim.

I like taxing income so you can save for retirement... tax consumption and it goes underground so they raise the tax rate on the honest people to make up for it...

The progressive system we have now is getting closer to ideal (need to eliminate loopholes and deductions like you say plus make corp tax low to bring jobs here... It is ALREADY a tiny percentage of total taxes collected... ) with help for the poor to pay for stuff but we really need to put a cap on spending...
