No idea what that chart is supposed to be.

It certainly isn't the cost of the programs.

If you're claiming it is real admin cost per beneficiary it is not correct, not even close. So, it is essentially meaningless unless you care to give it context.

You don't think that fact there is government intervention has anything to do with the divergence? I'm surprised the gap isn't even bigger.
