the members of the bureaucracy are supposed to "serve at the pleasure of the President" That is absolutely not the case. Bureaucrats take an oath to protect and defend the Constitution, not a loyalty oath to the President. The patronage/spoils system was replaced by a merit system back in the 19th century. Civil servants are are forbidden from partisan politics, either to favor the President or oppose him. Leaks, of course, may derive from partisan intent, in which case the leaker would be a violation of the oath and should fear an unpleasant call from the personnel office. Bureaucrats are supposed to stand up to extra-legal direction from above. The bureaucracy is part of the system of checks and balances.
