China wasn't intensely competing with the US at the time. They were well behind and they knew they were well behind. They weren't panicking about it. Also while the communist party still rules there they have also largely moved away from communism.

Conservatism (like communism) falls apart once someone shines a light on it.

The USSR collapsed after Gorbachev gave his people free elections (glosnosc - the US spelling of the word is very wrong). They voted them out of power because they could.
