I made Chrome my primary browser a few months ago and am happy with it. Several weeks ago I started getting a small pop up telling me my browser was not current, with all recommendations to "click here" to fix that. I can't tell for sure this is legit from Chrome, so I ignore it. I get the pop up now about every 2 weeks. I believe Chrome is current, but not sure how to determine this. Not sure if I'm being phished, or if it's legit. How can I tell?

Followed your advice and signed into PayPal. The upgrade message is in fact showing up. Followed the instructions which brought me to “Sandbox”, some new service they want you to sign up for: sandbox.paypal.com

Going to ignore it for now as I seem to be able to access my account. Will wait and see what happens next time I actually use PayPal.
