I am impressed by your knowledge of of Pearl Harbor history! Indeed, nuch has been written and speculated about why Roosevelt allowed the attack to happen. The Japanese communications were intercepted and decoded and appropriate defensive action could have been taken to render the "infamous attack" a fiasco. But Roosevelt wanted an "excuse" so he could rally the outrage and wrath and unconditional support for the war effort against the Japanese. To be sure, Roosevelt was a wily and Machiavellian politician.

BTW, there is a 1971 movie (available on videotape) entitled "Torah-Torah" which gives a rather biased view of the "day of infamy" at Pearl Harbor. I guess it had to be biased or else it would have antagonized/embarrassed a good number of people and it would not have made enough money for its producers.
