Not by a longshot. First (and once again): what Lewinsky told Tripp (that she had had an affair with Clinton and was going to lie about it) may have been untrue. What if she DIDN'T have an affair with him and was just seeking attention? Second: possible future actions don't count. She might later have decided against doing so. In a legal sense you could blow holes as big as a barn door in all of this.
