The Constitution says nothing about this. Every congressperson has to go through elections at either 2- or 6-year intervals; that was supposed to ensure that the will of the people prevailed. But the money that incumbents can raise now has taken the competitiveness out of the election process.

I believe that serious people can remove the funding differential from the election equation (Feingold-McCain is of itself inadequate to do so, but would be a great start); unfortunately, neither party, neither house wants to pass a law that makes them run for every election. Thus, they are not serious about campaign reform. How can we, the people make them get serious?

Any suggestions, gang?
