Kind of like IBM reverting to "$$ per hour after the first 100/month" on their POPs.
The RBOCs could do something like that but it's going to be a lot more difficult.

While there probably won't be much of a problem having the CO switches tracking the usage one can imagine the nightmares the accounting and billing departments might face since they've never had to deal with this scenario before.

What about businesses with high voice usage patterns? Complications again.
I suppose a potential bright side could be more disgression in telemarketing.

It's been said that due to the increased labor costs involved in maintenance the monthly line revenues are the "break even" and profits are coming from "premium services" such as call waiting, caller ID etc. Approval of these charges by the various corporation commisions wasn't hard to get since they were all optional services - a total change of the rate structure would be one big drawn out mess what with all 50 states involved, not to mention some powerful groups that would protest it.

Did you hear the new talk?
Someone's trying to change it to where the originator pay for calls to cellular phones.
