Is the problem insufficient production capacity, or is it something else such as supply line breakdowns or worker shortages?

Phison Electronics has said it is prioritizing shipments mainly to its major customers and for its own high-capacity NAND module devices* amid the tight supply* This is the problem with purchasing controllers from Phison. When supplies are tight, Phison supplies itself and you are left in the cold. No such problem with SIMO since SIMO consumes few controllers (only the smallish Ferri and Shannon divisions at SIMO will consume controllers).
