"Yesterday, Sept. 7, 1940. the country of Germany dropped bombs on the nation we fought when we gained our independence. Therefore, I'm asking you to declare war on Germany, cuz we're the only country allowed to bomb England" doesn't quite cut it. Neither does "My dog Fala hates war, and I hate my dog Fala, so...". Neither does "In 1945, we'll find out that there are death camps", nor does "Hitler didn't meet with Jesse Owens", cuz neither did FDR. Maybe that's cuz Owens was an R, but, whatever, it's not a reason for war.

What reason would you give Congress, if you were asking it to declare war on Germany prior to Dec. 11?

It was a huge opposition to the war.
It was a serious movement that insist "Jews push us to war in Europe", "It's not our war", "why should our boys die for damn Europeans - let them handle their affair between themselves" and so on...
FDR has no chance to persuade Congress to declare war on Germany.
