The organized food banks at churches and rec-centers would rather have money than food. They buy at a discount.

In our city there are a number of areas near homeless camps where old bookshelves and cabinets have been setup against a wall. people are encouraged to leave food, toothbrush, socks, and bottled water. It's controversial because empty cans are often strewn about and, as you mentioned, some of the food is past it's best-by date or are in open packages of dry goods. The city seems to ignore it except for occasional trash pickup. There are occasional protests, for example one time someone took all the food and stuff and replaced it with a bag and some cans of dog food. Another time someone took a baseball bat the bookshelves and smashed them up. They were soon replaced with similar furniture.

I live alone and don't keep a lot of food around. Fact is, I don't have much of an appetite so I don't need to keep more food on hand than a few days worth at a time. I don't mind a couple quick trips to the store each week for a few fresh produce items.

So.... I send a check to our local food bank every month. I do the same for a few other "feed the hungry" charities that I've qualified as legitimate. Hunger can't wait very long for those stacks of canned goods to nearly expire before sending them along.
