Turns out that they were right.

The states already had the money. This gave them more time to distribute it.

How does California's rent relief program work? The program is aimed at renters with incomes up to 80% of their area's median income, and their landlords. Landlords and renters can apply for relief. The state will pay landlords directly. If landlords choose not to participate, then renters can get paid directly.
