Not at all.

First, Starr could compel SS testimony if he wants or needs it.

Second, it does dash the WH theory that SS agents shouldn't be made to breach the code of silence or otherwise a Clinton-type president would avoid the SS.

It has been voluntarily breached. Theory is over.
