In Uruguay, there is more need for air conditioners than heaters. Only in June and July does it get cold enough to require heat.

I read a nice long article about Uruguay in the New York Times Magazine moons ago, the main point of the reporter who interviewed the president of Uruguay who lead to move to self-sufficiency, the main point was to show all the politics and economic forces involved. Over a twenty year period.
Every geographic case has different forces.

From what I understand reading Wikipedia, our auto makers tried to kill the electric car again in 2008.

The oil industry did a better job on Carter's presidency.
As far as Uruguay, being the left's utopia, that's news to me. I just like seeing frugality in our energy use.
