Why would a signature match rate near 100% be impossible? If the voter who ballot it was signed it. That match rate would be expected.

Another layer of security could be easily added, have the voter write on the ballot the last 4 numbers of their social security number. But that's not the political goal of voting mistrust. The goal is to make it harder to vote.
