Actually you are totally wrong.

The Reagan policy explicitly rejected MAD. MAD proponents went mad with his build up.

Sure, the defense industry had a six year buildup under Reagan, but they began the larger builddown under him too because of his policies. It began when Reagan signed the first treaty to ever eliminate whole classes of existing nuclear weapons - all other treaties had merely limited the increase in the rate of buildup. And of course, they ended the Cold War.

No industry would trade a short boom for the long-term retrenchment the defense industry has undergone since 1986 if they had their way.
