have you done the mayoral/city council representative
thing? the point is to track down your particular elected
official....the police will only be persuaded if they are led
to believe it is a priority, and that if they don't, they will
look bad.

i would definitely follow up in writing, as well as contact
higher ups at the company with cc: across the board.

(also: have you checked the loitering ordinances?
short of waiting for one of them to violate a chainlink,
or actually injure themselves, it may be applicable.)

I think you have it. I had a similar problem (not a similar situation) in California. Long story, but the end result was that I had to find a friend "inside" the city, create the potential fix myself, then present it to the city guy. At that point, it was a done deal, and it still took a month. The trick at that time was to solve a problem that the city had and solve my problem at the same time.
