This is false. There was some concern that some GPS receiver firmware would fail to account for EOW rollover in 1999, but this turns out to be a non-issue. Cheryl's claim that there are "embedded systems" in the satellites that need to be updated or replaced for this purpose are ludicrous and 100% false.
