Zeev, I think the plane is closer last distance for the signal to travel hence it is less time from source to receiver.

I believe he means that since the power required is squared every time you double the distance and the distance won't be over 15 miles, the lag in time reaching a 15,000 km orbit and back is gone as well as the power consumption less.
